Phone NOT opted-in (or has opted-out)
Sometimes it's possible that phone has not opted-in OR the phone owner has opted-out (by sending a text message to the system). In any case, the phones that are opted-out will be displayed in 'Red'.

Does the Update Location return the following error? "Error retrieving the location of (phone number): Error in finding the location"
Typically this is an issue with the carrier or the phone. Here are a few things to check:
If the phone is turned off
If the phone is roaming on a different carrier
If the phone is off and has calls forwarded to a different number
If there is a problem with the phone and it needs to be powered off then on (like a computer)
Lastly, sometimes the 4G on a phone can cause a problem with location reporting. You can test this by calling the phone and doing a manual update location from the Team page while you have the user on the phone
